RTX what, different versions have different power requirements but they do each have one thing in common, they require a Gold efficiency rated or above PSU from one of the following, Corsair RM range, EVGA, Seasonic or Super Flower, seven year warranty minimum but preferably ten.

You need a new PSU, the present one is so bad that it is rated as – Tier E • Avoid

I strongly suggest that if your Windows Power Plan is set as anything other than Balanced you change it asap else you may well end up hearing a bang and all loss of life in the computer.

Apologies for the delay getting back to you and for the bad news that I need to give you, you are going to have to save more cash to be able to get the required spec and quality of PSU, the maker of your GPU ASUS state here that a minimum of a 650W PSU is required and as was mentioned in my reply #2 for the safety of the GPU and the system in general any PSU must be a Gold efficiency rated or above PSU and from one of the following, Corsair RM range, EVGA, Seasonic or Super Flower, seven year warranty minimum but preferably ten.

Did you make sure that the Windows Power Plan was set to Balanced.

Not sure that you can actually call someone a tech when they leave the most likely cause the last to check.

Honest answer is, you need to try and borrow an appropriate PSU to swap in for testing, that or have someone that you know that has an appropriate spec of PSU test your GPU in their PC.

Just a fyi, the most common hardware component to go bad is a PSU and the least likely a CPU, any even half decent tech knows this and therefore would not go removing the heatsink and swapping the CPU and as a result cause all the hassle that goes with it like properly cleaning off and reapplying thermal compound etc, no,they would test high risk components like the PSU and GPU first.

Also worth a mention, if it were the MB it would not work at all and when you get a No Signal message on the screen it means that the source of the signal or the cable that carries the signal is bad and that the screen is okay, what can influence how a GPU behaves, the PSU.

What PSU was swapped in for the testing.
