I really hoping someone can help me with this issue, I've tried Google, Reddit and a few websites, but no luck yet.

My computer went into hibernation and when I "woke it up" I noticed that I was getting terrible FPS in any game I played and my computer was sluggish in general. I power-cycled it a few times which did not help. I then noticed that neither my CPU or GPU temps were increasing when I loaded into games and my fan RPMS were not increasing either.

It's like they are just refusing to respond to the increased load caused by the games resulting in low performance.

Sorry to double post, but I've made some headway. I pulled all my RAM and tested it one stick at a time. (I have 4) the computer functioned normally with only one stick. I tested all 4 sticks individually and the computer seems to function properly with each one.

I put them all back in and my computer went to booting up more slowly, but once booted, seems to work normally.

The only strange thing is that it takes nearly a minute after everything else seems to load in for my AIO cooler to start displaying my CPU/GPU temps. It didn't take that long when testing any of the single ram sticks.
 
For testing purposes;

Try restoring the MBs default factory settings in the BIOS, they are sometimes listed as one of the following " factory defaults" "most stable" or on newer boards "optimized" please note that if you have both the "most stable" and the "optimized" options in the BIOS you should choose the most stable" option as in this instance the "optimized" settings are a form of overclocking that can cause instability.

Save the new settings, exit the BIOS, restart the computer, test by using the computer as you normally would, change nothing else before you post back with an update once you have done the above

In addition to the above, when you post back post the AIO cooler info + let us know what you have the Windows Power Plan set as..
 
It Seems to be booting normally at this point and games are still running as they should. My cooler is an NZXT Kraken Elite 280.
