Restarting loop

Hello, so last night , I've restarted my computer after installing a program, restart started monitors turned off but i could see and hear the computer didn't turn off fully. So i held power button till it turned off. Then i turn it back on, felt like a normal boot and then before anything happens it shuts off and starts back up goes on for 5 to 10 seconds and turns off and keeps doing that. I've looked to see what it might be online got a Brande band new power supply to check if it's that it wasn't unplugged everything but the motherboard and cpu power and still dose that. Any help and or suggestions will be greatly appreciated.

just a soft brush to wipe over the circuit boards and to push into the mobo slots and just your fingers or a rag/cloth for the contact pins.
my theory is there may be dust buildup causing a short or the contacts have oxidised causing a bad connection.

admittedly, it's a bit of a long shot, but something that needs to be tried first if for no other reason than to cross it off the list. :)

as to the potentially stuck power button - any luck investigating that?
with the PC off, you could pull off the PWR SW cable from the motherboard's front panel header and short out those two pins (and only those two pins) with any metallic tool, like a small flat head screw driver.
