No video output after resetting Windows 11.

4 days ago I had to reset Windows 11 because it wasn't working well. However, now my monitor says there no signal. I tried to get help online but this guy told me to reinstall Windows which I can't because the screen is black. I don't even see the BIOS screen. One thing is that when I hit enter the lights on my keyboard and mouse go dark then come back. But if I hit down then it takes 2 enters for the lights to reset like if I opened a sub menu. Sorry if there are any grammer mistakes because I am writing this on the PS5 web browser.
 
The fact that you don’t see The BIOS suggests a connection problem.
How are you connecting the PC to the monitor?
Ensure all connections are secure/fully inserted & that the monitor is on the correct channel- HDMI, DVI etc.
 
depending on your CPU and motherboard arrangement, try removing the graphics card and plugging the monitor into the graphics port on the motherboard.

while you have the case apart, I would also remove the memory, clean the chips, their contacts and their motherboard slots and then reseat the chips. see if that helps.
