Solved New hardware black screen

After shorting my whole system, I've replaced and upgraded most of the parts , but still am met with a black screen and no bios upon powering on , but the fans spin on both GPU and cpu .The hardware I've assembled are:
Asus A320mr motherboard
Ryzen 5 5600
RTX 4060
I understand the ryzen 5600 requires a bios update to work with this motherboard, but obviously I can't even access the bios.
The only part of the system I've not replaced is the power supply. But since everything powers on , is that likely to be the problem? If not that , I'm thinking the motherboard is the issue, as I bought it on ebay , apparently new . Other than that I'm stumped, certainly no expert . Any advice would be appreciated

Sorry but even with an out of the box new MB from ASUS you will not get anything on the screen unless the BIOS is able to communicate with the CPU, newer AMD boards can now do a BIOS update without the CPU even being in the socket but the board that you have predates this option.

AMD used to so do a CPU loan scheme but not sure if they still do, I would swap in a known good PSU before going down that route as well.

The CPU is on the MBs supported list and only needs the original version of BIOS so should work, confirm this info for yourself first please, see ASUS info here

Confirm that the MB info is correct, that the CPU is on the support list and then the BIOS version that is required.
