So i got done building my pc yesterday, inserted power but all i got was rgb lights with the fade effect on and a static orange light and when i pressed the power button the fans on the cpu cooler and gpu started spinning but only for e second. I tried to press it again but this time nothing happened. however I managed to break the cpu cooler's locking mechanism so i took it off. today I installed a new one. I took in and out the cpu cord, just to make sure it was fully in before I installed it, but now something different happends when I plug in the power. The rgp on the motherboard does not have a fade effect anymore but it jumps around different colors and the orange light which was previously static is now blinking. What can be wrong? Video footage below.

rog x470-f by asus mobo
3700x cpu
2x 8gb 3200mhz ram
750 psu
no os atm (build is completely new)
2080 super zotac amp

Also I might know what the problem is now, do I have to update the bios on the mobo to be able to boot the pc because of how new the cpu is?
