New build x470-f with 3700x

So i got done building my pc yesterday, inserted power but all i got was rgb lights with the fade effect on and a static orange light and when i pressed the power button the fans on the cpu cooler and gpu started spinning but only for e second. I tried to press it again but this time nothing happened. however I managed to break the cpu cooler's locking mechanism so i took it off. today I installed a new one. I took in and out the cpu cord, just to make sure it was fully in before I installed it, but now something different happends when I plug in the power. The rgp on the motherboard does not have a fade effect anymore but it jumps around different colors and the orange light which was previously static is now blinking. What can be wrong? 750 psu
no os atm (build is completely new)
2080 super zotac amp

Also I might know what the problem is now, do I have to update the bios on the mobo to be able to boot the pc because of how new the cpu is?
