Game stuttering constantly but I have low ping and high fps

So I just upgraded my PC to a Gtx 1650 super, Ryzen 3 3100 and 16GB of DDR4, this problem was already happening just before I upgraded but when I play CSGO and Battlefield 4, I have very high fps on high and low graphics and all resolutions and still experience this stuttering which feels like I have low fps but at the same time I can see my fps count is still very high and it lags rapidly on and off like every second. I keep the frame counter on so I can see that it will say almost 100+fps which is weird because it keeps doing it. I have installed all new drivers for CPU and GPU, gone through all the settings in nvidia and in game, rebooted, added launch options etc. I even checked to see if my CPU was being bottlenecked in CSGO but it was around 90% usage while my GPU was at 30% usage which seems normal. I also play Rust and Arma 3 which both run perfect with the new PC and I never have any stutter. Any help would be much appreciated!!

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
