Computer Stutters

Hello, I recently started having a more major issue where my computer will stutter or continue to stutter when loading anything(I believe). It causes the entire system to pause for a few seconds, where the mouse stops responding, video playback will sometimes stutter, and audio will usually cut out for the stutter duration.

How it Started....
At first I thought it was a faulty mouse(wireless) since I have had it for a while, the mouse would randomly stop responding while everything else remained fine although Windows never played the alert letting me know it disconnected or lost connection. It would go back to normal after ~2 seconds.

Then I started having audio issues after uninstalling the SteelSeries GG program for my Arctis 7+, I guess uninstalling it messed up the audio drivers because after that, the audio will just randomly cut out or it will remain on the headphone output but the audio playback will come out of my speakers(usb). Switching it to the headphone output I see there's no audio level registering, like there is no audio being played. My work around for this is to run the troubleshooter every time which seems to just reinstalls the audio drivers.

How it's Going....
I bring up the previous issues because currently I'm experiencing a combination of those two +more.
As previously stated, now the computer will occasionally just start stuttering where the mouse will go in and out of responding(but never disconnect), audio will cut out for every stutter/freeze, and I noticed video playback(youtube) will also sometimes freeze for a second or two, sometimes with audio still playing. This is not specific to one or more programs, I experience the audio cuts/stutters when opening things like Task Manager/Browser(Opera GX)/Games.

Example:
When playing Overwatch 2, the pc stutters on the main menu every few minutes or from just moving the mouse. The audio will sometimes cut out and I need to troubleshoot it when opening the game. Once in game, the issue has not happened so far, none of them. It's only in between matches, or when browsing the menu(s) like Hero's or the Shop.

When watching Twitch, the audio cuts seems to also trigger something with the browser where the video player crashes and won't reload unless I run the troubleshooter and reopen the browser(picture attached).

What I have tried....
I tried updating drivers through Device Manager and all are up to date including the graphics card. And most recently tried reinstalling Windows(kept my files) but neither seem to work.

Sorry for the long post, I want to try and give as much context as possible. I have not made any hardware/software changes recently the issues sort of just came out of the blue. The last significant change right before the stuttering started(but not the audio cuts or mouse cuts) was physically moving my PC, I had to do some cleaning and it from one room to another, never dropped or banged on anything.

if it was mine, I'd be taking it back to a clean slate and starting afresh.
that is, use Windows Media Creation Tool to make a bootable USB stick with the latest Win11 build.
install that, then one by one, add a new program or driver and see if the issue reappears.

usually, I find this approach, while laborious, actually faster in the long run than trying to scratch around for band-aid solutions.
 
I was hoping I wouldn't have to do that with the amount of personal files I have scattered across my drives, but if nuclear is the best option then nuclear it is. I'll need make that boot drive and I'll try it out. Thanks for the suggestion, hopefully that'll be the solution
 
you should have all your files backed up somewhere already - right?
but yeah - it's a big hammer approach to be sure, but starting from a clean slate, at which point everything works (unless hardware is to blame), then adding things bit by bit, makes finding the culprit a lot easier and in a much more condensed time frame.

the side benefit is you get to test your backup process - and find things you forgot, then add those in the next backup.
 
I fresh installed Win 11 and now the issue has changed haha
I still experience the mouse cutting out randomly but less frequently I think, and now when the audio cut happens I get a loud popping sounds coming over my computer speakers for a few seconds, a quick buzz sound, and then the audio returns to normal. It's hard to tell if the entire computer is freezing now since video playback continues in the background just fine except I can't find move the mouse for the duration of the pause.

I plan on getting a new mouse soon anyway, but where would I tackle the audio issue? I'm going to try using a headset exclusively and unplug my speakers to see if the issue replicates. If it does, where should I look next? Hard/software?

after the reinstall of Win11, when did the audio issue raise its head?
what was the last thing you installed?
did you install one thing at a time, and test things were OK before installing the next thing?
 
Do you have the same issue when no peripheral is plugged into your computer? To test, I would start a video then unplug everything other than the monitor, see if the stuttering is happening, then plug back your peripherals one at a time waiting a good 5-10 minutes between each. If stuttering starts after plugging in one of your peripherals, you have your culprit.
 
After this last Win11 reinstall the mouse issue came back almost instantly but is less frequent, and the audio issue I eventually just experienced it a little while after finishing the reinstall.

Since switching to headphones only I haven't noticed an issue with audio anymore, but the mouse continues to freeze when running applications. I tried using a different mouse and keyboard and the issue continues. For example, in Overwatch 2, the stuttering was limited to the menus but now it happens multiple times every few minutes on menu or in game making matches unplayable ):

I installed what I assume were safe applications like Steam/Discord/OperaGX and then made a backup from there so I didn't test if it was 1 application or the other.
 
Update: I reinstalled Win11 again and before I could install anything on it the stuttering returned. As of now the issue has become less frequent, but is still there. The mouse stops responding, and I get an audio crackling sound for each stutter. It happens more frequently or non stop when multitasking(I have 2 monitors, it happens when I open a new program or rearrange window sizes) or playing games(I was playing FrostPunk and the mouse stops moving every few minutes). I watch Task Manager when it happens and theres no significant spike in any activity, like a ghost lag spike.
 
after the fresh install of Win11, then install the chipset drivers from the motherboard's manufactures web site.
use the PC for a while without loading anything else, see if the mouse issue is still present.

other tests - using the Windows Media Creation Tool, you could also go back to Win10 and test the mouse and audio issues go away then.
or with the current Win11 install, reboot the PC into Safe Mode and see how it performs.

have you tried using the rig with only bare minimum devices - that is, one monitor, one memory stick, no external USB devices, even unplug the keyboard.

I'll try reinstalling os and installing the chipset drivers first, and if that doesn't work i'll try going back to win10 because that really is when all the issues started(smh). I'll update with the results after trying each!
 
Update: Not sure if I found a band-aid solution or narrowed down to the actual problem. My monitors(Dell S3220DGF) have 4 USB ports, 2 2/3.0 on the back and 2 more below the screen that only supply power but can transfer data if you hook up the monitors over usb to the computer. I have both monitors plugged into a USB expansion card in the PCI because at one point I needed more USB slots. I noticed that when my mouse was plugged into any of the monitors, the freezing started happen within 2 or 3 minutes. But when I tried plugging the mouse directly into one of the front 3.0 slots on the actual computer, the issue didn't return. So now I can narrow it down to the expansion card, since only the monitors are plugged into it currently. I do have my keyboard plugged into the monitors but that doesn't seem to have any issues with it.

I'll try plugging the monitors directly into the computer or another USB slot not on the expansion card and see if that causes the issue.
 
that would definitely be a good starting point.
I've never had too much luck with USB hubs that are in monitors, the monitor needs to be connected to a USB port on the PC for it's USB slots to work and it usually doesn't seem to get enough power.
to also add, not many monitors have USB slots, so maybe I've just been unlucky.

but yeah, plug peripherals directly into the PC and use the monitor slots to power USB devices.
