Replacing the pads on a gigabyte 1070ti windforce card. I keep getting conflicting answers. My question is which sizes do I use. The mini memory chips are either .5mm or 1mm? The R15 chips ( grey) 1mm? And then the VRM chips .5mm or 1mm ? The only consistent size is 2mm for the back plate.

Are you are talking about the thickness of the chips ?
If yes then you will need different thickness pads so they all come to the same height
 
Yes on the chips. I'm replacing because it started to run pretty hot so I'd figured it was time to replace them and yeah they were pretty much non existent. So I'm assuming that the thicker chips need the thinner thermals and vice versa?
 
Yes they all have to even out. If you look at the heat sink I am sure that it will have a flat surface and not different heights like the chips.
On a video i saw they use 2 pads only that are 2mm thick so they squash to suit.

It can also be a Vbios causing the issue https://www.evga.com/thermalmod/
and they say
Any customer who is not comfortable performing the recommended VBIOS update, may request a warranty cross-shipment* to exchange the product to EVGA for an updated replacement.
