Bad Performance with RTX 3070 Help!

Hello, I bought the RTX 3070 and noticed I am only getting around 20 fps more than my old GPU which was the GTX 1660 and from the price difference I was assure id get a better, smoother more fps experience but I am not, my GPU runs at 10-30% usage when in game like Call of Duty Cold War and some times crashes, my theory is that my MOBO and CPU have to be the ones causing its speed and performance, my MOBO is a A320M GAMING PRO Motherboard and a Ryzen 5 2600 CPU, someone please help and explain or how I can fix this Thankyou!!

Hey, it says 0.45% bottleneck which is good but when playing games the usage is still low and performance just isnt hitting the sweet spot i believe it could be my MOBO its mainly got GTX and old CPU’s

my internet speed is fine i play with fps on and it likes to drop a lot, my psu is 650w
