Video File screen grab

I normally use VLC “snapshot” to grab a screen cap from a video file to create a JPG pfile, that I go on to “try” to improve on in Photoshop. Its not too bad a quality considering its from a video file. The usual file size is often around 500KB depending on the effects and filters I have used.
However is there a better program out there that can perhaps “grab” a better image ?
