The surse is on but on full power
The monitor is off
The mouse is off
The keyboard is off

what have you tried so far, have you opened the case and removed any dust build-up?
is it a laptop or desktop?
have you tried removing the memory, cleaning it and its slot, reseating it and seeing if that helps?
