Random stuttering and performance issues

I am currently experiencing strange performance issues such as stuttering and audio crackles when running certain programs or apps. For example whenever I re-enter lobbies in online games and more frustratingly when I am watching something on Netflix on Microsoft Edge. (I recently heard that Chrome caps Netflix to 720p). I also run into these Issues when running the Netflix app which also runs at 1080p like Microsoft Edge. However I don’t run into any issues when watching 1440p videos on Youtube. (I have a 1440p 144hz Monitor). I have tried re-installing Windows 10 and I do keep my drivers up to date. I am posting on here because this issue seems so specific I cannot find help elsewhere. I will include my PC specs below and I should state most of my PC parts are fairly new and are in good condition.

GPU: Gigabyte GTX 1080 Windforce OC
CPU: Intel i7-7700K
RAM: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4 2400 MHz
PSU: Cooler Master MasterWatt 650w
CPU Cooler: Hyper 212 EVO
Case: Corsair 460x
Case Fans: 7x Cooler Master Jetflo 120mm

Please leave any suggestions below and I will try everything I can.

What you describe sound like a problem with the internet connection, do you have any problems if playing games direct from disk.
