How to make a program be on top even when gaming

Hi, I’m a complete noob so please forgive my ignorance. My issue is this:
I use an app called DimScreen which is used to lower the brightness of my tv since the lowest setting the TV has is not low enough and my head hurts a lot when playing video games. The problem is that when I open any games on full-screen the DimScreen stops working or basically the Game running is put above the DimScreen. I know I could play windowed to make the DimScreen still work but some games do not support full window, or borderless or even windowed.
This DimScreen app is basically a black transparent image put on top so it lowers the brightness of the screen… I want it to still be on top and over other programs even when it’s a game…
I’m on Windows 10 by the way… Hope someone can help me…

You’re right, since DimScreen is just an overlay program, you aren’t able to overlay a full-screen game.

This is a good article with a few options. Not sure which ones work well, and with the newest version of Windows 10.

This is another program, vouched for on reddit.

If you don’t mind screen warmness instead of dimming the brightness, you can try Windows 10 Night Light or f.lux.

Well I guess I managed to workout a solution, it is not perfect for all games but works in some that can use borderless window so DimScreen is always on top. Or if the game runs also in windowed I use a third party program that makes windowed games be displayed in borderless so it looks like Full Screen but DimScreen stays on top which is nice, te only problem is that not all games feature windowed or borderless screen .

I tried all the solutions suggested which I’m thankful for but unfortunately they did not work out as expected since my display is my TV and not a Laptop screen.
