As the browsers that have been mentioned so far stop support for XP. Here are some other browsers that still do..

Is this still happening on both browsers?

One more thing to try is to reset the browse and see if that helps. If that does not help then I suggest that you have our security team check the system.

I am using an XP computer. I have installed the latest version of flash for IE and Firefox ESR. The person doesn’t need an old unpatched version of flash.

FF ESR that works on XP v 52.2.1 with flash v 26.0.0.137
Get Firefox for your enterprise with ESR and Rapid Release — Firefox
ignore what it says about an organization. You can run it and update it on personal computers.

If you prefer a portable version get it here
Mozilla Firefox ESR, Portable Edition | PortableApps.com
then update it to the latest version.

Do you get the same error if you open the link in a different browser?

Try Mozilla.org and download Firefox from there. I just did this on an XP box that I replace the HDD on and it downloaded that version and installed with out issue using IE 8. Then I went to the Adobe site in Firefox and it downloaded and installed Flash player with out incident.

You probably get a 404 because my link is US. Let me see if I can find any download link for UK.
