Actually what i need to do is make a bootable flash drive with the bOOTmgr file for windows 10. My diagnostic disk I believe only works up to Windows 7

You cant simply copy a Hiren boot cd to a usb drive, you need to make another fresh version. HERE is a nice guide.

Maybe I am missing something but when i go to that guide it appears to be filled with a lot of malware and all as i got were some programs on my computer that i didn’t want.
I have used Rufus to make the bootable flash and then coping my files from the Hiren cd to the flash drive and it does boot to the flash but will not autorun. It gives me the directories but unable to open them.

          That’s your mistake.
You don’t copy. You use the ISO and “burn” it to the stick just like you’d burn a bootable CD.

If you read and follow the guide you will create a malware free bootable flash drive. As per Plodr and my previous posts there is NO COPYING involved.

I should have also added, you can’t use the CD you have to make a bootable stick.
You need to download the ISO again and use that.

                Iso to USB
Also, this may be in the range of what you seek.
