New PC freezes on startup after BSOD

Hello, I am posting for any recommendations on what I can do to resolve this issue.

    PC Specs.

    I5-13600k

    msi z690-a ddr4 motherboard

    1st tested A-DATA (unknown model)

    2nd tested CORSAIR - VENGEANCE PRO 32GB

    PowerColor 7900xtx

So to begin with I took my SSD that had my OS on it from my previous system and it booted up just fine after installing network drivers everything was going well. I installed the latest driver for the 7900xtx and after many restarts of updating windows etc. It gave me a BSOD - CLOCK WATCHDOG TIMEOUT out of the blue on one startup and would not boot up after that at all. I cleared the CMOS and it booted up but the freezes and crashes only got worse. It would get me to the windows login screen and then BSOD. So I thought it may be conflicting drivers and did a wipe on the SSD and installed Win10 fresh. It finished downloading and installing everything but froze on setting up actual account details. Now it gets frozen every time on the loading dots of windows after bios.

Things to note new OS was installed on a different known working drive.

Turned XMP off, Switched the ADATA ram that was not on the supported memory list of the MOBO for the vengeance pro that is supported. Also only put one stick in slot 2.

I am beyond confused as to how the PC could be working fine and now freeze every time.

    Any help is appreciated.

Yes this is a newly built PC. It wont get into windows at all now, just freezes during the windows loading screen (dots spinning in circle). Can still get in the BIOS.

So you know you never can use an OS via an SSD/HDD from a different pc ,it has different chipset drivers from the old pc.. Did this work at all? ( Things to note new OS was installed on a different known working drive.)

No, I tried using my old drive and it worked fine after putting the new chipset and network drivers on there. Call this SSD1. I have since tried to install windows on a different SSD (SSD2). It will freeze during the installation from the windows installer USB most of the time. One time it didn’t freeze so I got to download and install windows but when it came time to set up windows (set region, username, etc.) it froze again.

You are using a separate unaffected system to download and create the USB drive, correct?

What is the make and model for the PSU?

Yes I am using a laptop to create the bootable usb drive. The psu is thermaltake toughpower gf1 850w

Create a new one using a different USB drive and port.

You are also deleting the partitions and allowing Windows to create them from scratch?

Have nothing over clocked in the BIOS?

What are the make and model for the RAM?

SSD 2 is that a new drive out of box or on that was laying around.

You do have the power connected to the GPU.

Recheck all cables (power and data) to make sure that one did not come loose. Do the same for the GPU and RAM.

So I found the problem but it is another problem all together. I got the whole PC to work perfectly fine if I turn off intel turbo boost. Is there anything I can do to turn on turbo boost and not have it freeze/bsod

Are you using 2.0 or 3.0?

From what is documented you have to use Version 2.0 for it to work.

How would I tell my Motherboard to use 2.0 instead of 3.0?

From further research after enabling, it on the UEFI should automatic.

Might want to look at updating the BIOS if you have not done already.
Looks like the 7D25vA7 version is needed for that cpu.

Nothing else is over clocked correct

After a bunch of trial and error, I found the reason for the crashes. The PC works fine when Intel Turbo Boost is disabled. Are there any bios settings I can change around voltage-wise to get it to work? My only thought is that it is either the CPU or MOBO that is causing this.
