While I haven’t played with all those available “driver update” programs, and the few I have, have been many years ago, they have been complete crap and advertised as solving all your issues where in fact they are simply not required and usually make things worse. They are great at cocking things up and a great way to get malware.
If it was my rig, unwinding all the little things you have tried to fix the issue with would be reason enough for me to do a complete system rebuild, add into you using a driver update program, and I’d be escalating that and doing it ASAP.
This way, once freshly installed, you could add one game and test your FPS rates.
As you add things, you’ll probably suddenly hit your issue again (hopefully not though) and this way you’ll be able to pinpoint the cause.
