Unmount the D: drive.
/r Removes volume mount point directories and registry settings for volumes that are no longer in the system, preventing them from being automatically mounted and given their former volume mount point(s) when added back to the system.
So you will want to do this in elevated command prompt.
Copy each command one at a time and hit enter after each.
To ensure you are using elevated command prompt, use Powerun.
Unzip to the desktop and double click the X64 version and run the command prompt within the tool.
mountvol D: /P
MOUNTVOL /R
Or…
Start
Type.>>>>>> [COLOR=rgb(184, 49, 47)]diskmgmt.msc
Right click run as admin.
Right Click on the D: drive.
Delete Volume.
Make sure apps install on the C: drive.
Reboot after you make these changes and try and install the C++[/COLOR][/color][/color][/color][/color][/color][/color][/color][/color][/COLOR]Comment

Where are we with the C++ thing - is it uninstalled and we can’t install again, or can we not even uninstall?
If trying to uninstall, use Revo Uninstaller or Geek Uninstaller to force a removal of it.
If trying to reinstall, how about creating another login account and trying from that user?
Software is installed by any user and is seen across the local machine to all users.
And while under this new user, see if Windows Updates finds anything to install.Comment
