FPS drop on all games until restart! new PC

Hello, I have a problem with FPS in games after starting the computer. The problem occurs regardless of the graphic settings or the game. The FPS stays within the range of 90-120 FPS, and to fix the problem, I have to turn off and on the computer several times until the FPS returns to normal. For instance, in the case of Ghost of Tsushima, the FPS goes back to 190-200 on full details. The problem started occurring after I replaced the processor with an AMD Ryzen 7800X3D, RAM with Lexar ARES RGB DDR5 32 GB 6000MHz CL30, and the motherboard with an MSI MAG B650 Tomahawk. The remaining components are:

I have tried everything, from returning items and buying a better motherboard to reinstalling and formatting the computer. The BIOS is up-to-date, Nvidia drivers are installed, Windows is updated, and the AMD chipset driver for the motherboard is installed. In the BIOS, EXPO is enabled/disabled but makes no difference. The temperatures are fine, with the processor reaching a maximum of 74 degrees during a stress test. I’m wondering if it’s the power supply’s fault because during the stress test the processor only gets 1.02V.

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
