    Are you experiencing this issue on both monitors?

    I’m at work and there will be delays in my responses. I will check back throughout the day in between customers. Thanks.

      No worries! Take your time. I mainly use the Samsung (second) monitor for my Discord/Spotify and watching Shows. I use my Acer monitor for gaming

        • Please press Windows(Key) + R In Run box type in ‘msconfig’ and press OK
        • Please click on the services tab.
        • Down at the bottom of the same Window, you’ll see ‘Hide All Microsoft services’, please check
        that box.
        • Now select Disable All.
        • Click Ok, Apply and Restart the computer and check if the issue persists.
        Re-enable one at a time reboot each time, test. Hopefully the culprit will be revealed.

          Just tried and I’m still receiving Low FPS, should I still Re-Enable one at a time?

            Re-enable all unless you find some that you don’t want to start with Windows.
            We are on a path of ruling out possible culprits.

            There are many multiple users with the 3070 reporting the exact problem. Unfortunately, there doesn’t seem to be a one size fits all fix. One user uninstalled his 3rd party Anti Virus, one user shut off overclocking but kept his 3rd party AV.

            I’m looking at settings in the BIOS right now. Are you comfortable changing settings in your BIOS/UEFI?

              I’m not very familiar with BIOS & last time I did try anything with BIOS i got a constant blue screen and had to get my computer serviced, so I’m not too sure.

                You can certainly mess things up if you don’t know what you are doing in a BIOS. But I’ll guide you when we get to that.

                How is your main monitor connected to your RTX 3070? HDMI or Display Port?

                  Ah okay, I see. I believe both the monitors are plugged into HDMI ports.

                        Take a look in the BIOS and check if the Game Boost is on. If on, toggle off, reboot, and test. If off, turn it on, reboot and test.

                        Look through the BIOS manual and see if anything jumps at you that might make a difference.

                        I don’t think the solution is in the BIOS or it would be affecting every game. That being said, each game engine utilizes different areas of the system.

                        Also check the Nvidia driver again. Look in the Manage 3D Settings, Program Settings Tab, choose the game within the drop-down box, scroll, and look for anything related to Frame Rate, Vsync, Freesync, G-sync, ect. change accordingly and test.

                          Just had a look, all the settings look fine. None of the FPS settings seem to be capped.

                            I’m out of ideas. Even though I have the 4080, I tried various scenarios to duplicate the issue and cannot. I tried some overlays and Overwolf could be the problem, but Speccy doesn’t show you have Overwolf installed.

                              No worries, I appreciate you trying to help me! Also one last thing, how do I get into BIOS to check if the game boost is on? That’s the one thing I didn’t try ^

                                Usually upon rebooting, immediately start pressing the DEL key. Press it over and over until it gives you more choices or boots into the BIOS. If Windows loads, you didn’t catch it.
                                Some PCs utilize the F keys F2 or F10.
