Low FPS/FPS drops in Watch dogs legion

Yo!
I have uncomfortable Fps drops in WD legion .
at the beggining ill put my specs
i5 9600k
RX 5600 XT
16 gb ram 2666 mhz
i Saw tests with the same card with comparable or worse cpu and the testers with recording have stable 55/60+ fps and on High graphic settings.
For me there is not much change in FPS between high or low graphic settings ( aside from the ultra because I have there 30-40 fps) .

On the high settings i have ± 70 fps but when i start riding or look around in some (many) places FPS can drop to 50-55 fps but it looks terrible like 70 fps drop to 30( no frezzes, like smooth 30 but still uncomfortable). on low graphics sett. i have almost the same results, maybe a little less drops but still not acceptable (in around 30% of map i dont have much fps drops but You know).

i tried play with vsync or without, no much change . I capped fps to 62 but when have drop to 50 its still looks terrible ( have 75 hz monitor). i tried changing refreshing rate and combine vsync, fps cap, and no change too.
Have freesync enabled. Disabled battleeye, disabled fullscreen optimalizations, playing on DX 11(DX 12 works worse for me)
Have latest Graphic driver, no OC, also trying repair game by ubisoft

On the other games AAA on high/ultra settings i have stable 60+ fps without drops.
WD legion have poor optimization but i know its possible to get stable fps with this set up for example on low graphic settings,

I set up my pc on higher performance, like i disabled many things which slowing games, using balanced power plan.
I don’t know what else can I change

Help if you know something
Sorry for not perfect English

so other can assist lets get a speccy report

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

Include the make and model of the Power Supply Unit if this is a Desktop.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

You missed this

see if Turn off VSync see if that does anything.

You are low on disk space
Partition 1
Partition ID: Disk #3, Partition #1
Disk Letter: C:
File System: NTFS
Volume Serial Number: D6EE34D2
Size: 222 GB
Used Space: 192 GB (86%)
Free Space: 29,9 GB (14%)

Windows requires an average of 32 GB free space and 7-10 GB reserved for patches and updates. The less space you have the harder the system has to work and files will become corrupt. Figure an average of 25% to 30% is good.

The more filled the C: gets the harder the system has to work.

Run another speccy report.

Just because it states 650 does not mean that it can out put that.
