Sustained FPS drops while gaming

I have a gaming power prebuilt with upgraded parts in it.
windows 10 64 bit
500g intel ssd
1tb h
Ryzen 7 2700x
240mm castle aio
4 cooling fans
B450m-a motherboard
G skill trident 3200mhz ram(2x8gb)
Gtx1660ti(upgraded to rtx 3070 evga oc)
600w cwt ps

the issues I’m having happen sometime other days it runs fine.

the pc will drop down below 5ps while playing games(multiple) sometime it’ll bound back up to normal FPS(around 130fps on ultra settings on warzone) sometimes it’ll get stuck.

nothing is over clocked and temps are good 50c max on cpu while gaming and 60c max on gpu.

Shouldn`t be used anywhere near a computer that has an add on GPU and especially such a high end card like an RTX 3070

EVGA say here that a minimum of a 650W PSU is required, see Which power supply do you need?
