Being that you have provided no information whatsoever about the computers hardware or the games involved even with the best will in the world it is not possible to even hazard a guess as to what is going on. -
No files are needed, just the names of the games and all of your hardware information.
Is it a custom build or brand name such as Dell or HP, if a brand name, provide the model name or series number (not serial) if a custom build post the brand and model name or number for the CPU, MB, the RAM (including the amount) add on video card if one is used and the PSU (power supply unit) providing these details will enable folk to better assist you.Comment

After reinstalling Windows, did you then install the drivers for the MB and starting with the chipset drivers first, this is a must else none of the hardware can communicate with the MB properly.
That is an online game, do you have the same problem with games that you can play offline.
You need a new and more appropriate PSU, the present power supply is old, not even Bronze efficiency rated, could only produce 552W when tested + is not covered by any warranty which is never a good idea, you can confirm the PSU age and specs here
For the GPU that you have you need a Gold efficiency rated minimum of 500W from a proven brand such as EVGA, Corsair or Seasonic.

Nope, the GPU being the most demanding item of hardware only draws the maximum power when it is actually under load such as when gaming, entirely up to yourself whether or not you take any notice of what is advised and we for our part have made you aware that the PSU is not appropriate for supporting your hardware.
You do not download the drivers for the MB from AMD unless MSI advise you to which they don`t, they say get them from here and the reason for this is because AMD manufacture the chip but MSI program the chip to suit the requirements of their various MBs.Comment

That would normally rule out the Internet connection then and point more towards a hardware issue, this includes a weak PSU and/or overheating.
Not a gamer myself so not much help when it comes to FPS but over the years through helping people I have found that when it comes to online gaming there are two things that hinder gaming, a poor internet connection and browser security plug ins, sort them and you are usually good to go.
Something for you to do to see how your present set up handles video when not online gaming + putting the GPU and PSU under load.
Use the free versions at the following links;
Stress test your GPU with Furmark
Check your FPS etc with SUPERPOSITIONComment
