Hello , I have this problem with my pc since a long time I have tried a lot of things but nothing works. The problem is with lines, when I move the camera the edges of objects starts like vibrate or move. The issue can be seen more in strategy games like total war because the sky view or something. It also happens in picassa photo viewer when I zoom a pic. Every help will be very appreciated.

Such issue/s tend to be hardware as opposed to being software related, this can mean either faulty hardware or the hardware not meeting the specs required by the game or program concerned.
[COLOR=rgb(184, 49, 47)]If the computer is a desktop can you post the brand and model name or number of the power supply (PSU).
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.
To publish a Speccy profile to the Web:
In Speccy, click File, and then click Publish Snapshot.
In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

You will need to bear with me as for some reason the forum is not letting me post my response all in one go so I need to add a bit at a time for now.
If you check the PSU links in my sig you will see that Rosewill are on the avoid list, your particular model was first released some five years ago meaning that any warranty period has long since expired.
Things of note in Speccy and in the order that they are list.
RAM
16.0GB Dual-Channel Unknown @ 1599MHz
Your RAM is being clocked way past what your locked processor can handle which is 2133MHz, you need to both disable XMP and manually set the RAM to 2133MHz in the BIOS.
Storage
119GB Crucial_CT128MX100SSD1 (SATA (SSD)): 32 °C
This device is far too small for Windows to be installed on and as a consequence you are stuck at Windows 10 version 1903 as there is not the room on the device for the 1909 and 2004 feature updates to install, see my canned info below for why this is bad news;
For Windows to be able to run efficiently and to be able to update you need to have between 20 and 25% of the partition or drive available on a HDD and an SSD between 10 and 15% as free storage space at all times, if you don`t you risk Windows becoming corrupt or not being able to update which puts you at risk of malware attack.
Data only storage devices should not be allowed to get any lower than 10% of free storage space of the full capacity of the drive/partition on the drive, this also to avoid data corruption.
Please note that storage devices can physically fail if the amount of free storage space is allowed to drop below the required 10 or 20/25% minimum.
Troubleshooting computer problems is a waste of time when it is known that Windows is out of date as any one of a number of the missing hot fixes could be the solution to any problem that you may be having.
You have a decent add on video card and one that needs to be protected by a minimum of a Gold efficiency rated PSU from a proven brand such as Corsair, EVGA or Seasonic.

Okay I did the ram thing and the problem with windows is that I live in Cuba and the internet speed here is very very slow so I update windows from time to time.
By the way why on speccy says that my 1660ti has only 2047mb of video or something like that
When you next reply can I ask that you do not quote the whole post as it means I must read it in case you have inserted any info in there, snippets are fine though as they do help with highlighting important info you need to put across.
Has changing the speed of the RAM helped at all.
Things that you cannot get away from;
The PSU is not the best.
The SSD that Windows is installed on is too small meaning that you need to get yourself a new 256GB SSD and install Windows on it or alternatively clean install Windows on one of the present HDDs.
The small SSD means that you cannot update Windows which as explained above not only puts you at risk of malware attack but also that we cannot help any further as we have no way of knowing if the OS is legit or not + you cannot troubleshoot an out of date OS.
Changing the speed of the ram hasnt help, I will update windows and then come back here, it will take probably a few days.

Not as easy as just updating Windows I`m afraid because as explained you need a bigger storage device, once you have that you will need to either clone the contents of the present SSD to the new drive or clean install Windows 10 and the system drivers.
It depends on what you intend doing but if me I would look to purchasing a bigger SSD, downloading the latest Windows 10 ISO to a USB thumbdrive and then clean installing it to the new SSD followed by installing the chipset drivers for the MB.
A bad PSU can put out unstable voltages, overheat internally and worse case scenario go bang and take out the rest of the computer with it.
Before making any purchase we always suggest that members see if they can borrow an appropriate PSU to swap in for testing purposes or alternatively get their GPU tested in another computer, the GPU being the most power hungry device tends to suffer both first and the worst if a PSU is bad.
Yeah I have already planned to buy an m.2 for win but with the corona problem I have to wait until the airports reopen. So in the meantime if I update windows without a bigger ssd can we continue with the troubleshoting?

Sorry if I am not being clear but you cannot install the missing updates on the present SSD because there is not enough room for them.
Without Windows being updated first there is no point in swapping in your brothers PSU but you could try your GPU is in his PC to see if it works ok in that.
It wouldnt be any good for games but you could try checking picassa photo viewer in safe mode to see if the same lines are still there, how to boot into safe mode
