FPS stutters

Alright so about like a year ago i bought a gtx 960 4gb Strix and it was working perfectly fine, I was running games like GTA 5 and Doom on highest settings and i would get solid 110+ fps at all the time
Well i tried getting back into GTA 5 and for some reason i couldn’t even run it at 50 fps on lowest settings possible and lots of stuttering. (excuse my english its my second language)
Is there any way possible for me to find out what’s causing me to have all the stutters in these games

Yeah its all up to date and i updated my gpu as well
my monitor is md 20122 medion, also its 60 mhz
also i tried playing gta 5 like 2 days ago and it was unplayable to matter how low i had it at
