Low FPS, Can't Find Out Why

Has this been attempted yet ?

i reseated the cpu, took it out, cleaned off the thermal paste, put new thermal paste back on, and then turned it back on, same thing, i didn’t do the graphics card yet, i will tell him to do that as well as make an account for this forum.
