    Absurd Visual Bug

I am building a new pc. (Parts list here: https://pcpartpicker.com/list/jfVkYN ). All is well except for a really bad visual bug. I plugged in my old GTX 1060 into the build and it worked perfectly fine. I put in the gigabyte rtx 4070 and HDMI outputs nothing and display port gives me a pink and purple staticy mess. This seems like a hardware error, but my GTX 1060 works fine. I tried plugging the RTX 4070 into my old build and it connected right up and worked great. What is going??? My assumption is it is something to do with the motherboard. SHould I try to replace it?
