Apart from the RAM, is all other hardware out of the box new.

Have you made sure that the screen is connected to the GPU and not a video port on the MB.

What colour are the LEDs when they stay lit, example, some are red or orange during the power on self test and then go to white or green etc.

Do you get any on screen message such as No Signal.

The info for the most important component is missing, what is the brand and model name or number of the PSU and is it still in warranty.

Do you have a keyboard connected.

Have you tried one stick of RAM at a time, first in slot one and then in slot two.

everything is new except the ram and GPU, all of the lights are red. it displays no signal and my psu is a XPG PYLON 650W with a five year valid warranty. I have a keyboard but im not sure how to use it in this situation, i have tried using only one stick of ram in both slots

An alternative known good GPU needs to be tried
        XFX RX 6600 XT
        XPG PYLON 650W

You have a high end GPU but a PSU that is rated as – Tier C • Low-end

The GPU needs a minimum of a Gold efficiency rated 650W PSU from one of the following, Corsair RM range, EVGA, Seasonic or Super Flower, XFX do however Recommend a 750W PSU, check the specs here the Merc version of the card requires the same.

What lights, checked the MB user manual here and I see no mention of any diagnostic LEDs so we could be on a wild goose chase if you mean something else, are your MB and the user manual the same as at the link.

You missed answering the above for us, the mistake is a most common one and you getting a No signal message means that the screen is good and that the problem is with the source of the video or the cable/connection that the screen is attached to.

Not sure what you mean but you 100% need a keyboard attached to the MB else POST will fail.
