I’m starting to think my ram isn’t compatible, i can’t find it in the manual, model is BLS4G3D1609DS1S00

Whilst you are waiting. The ram you have should allow you to boot. @phillpower2 will advise if I am incorrect.
Have you tried booting with the intel arc a380 removed from the motherboard.Comment

I have tried booting without gpu yes. I have tried booting without ram, same thing happens, fans go on and off. I have tried booting with cpu power cut off, the cpu fan spins continuously. I have successfully jumped my psu, I have reset the cmos.
I will try taking the mbo out of the case and booting with one stick of ram cpu cooler only.
However, if you guys can’t find my ram in the compatibility list in the manual(I cant) I’m starting to think that the ram may be the problem. I will link other posts I have posted, if you have more questions:

When you next post, do not click on the Reply tab first, enter any info into the dialogue input box and when you are done just click on Post Reply like you have been doing, this will avoid you quoting every reply.

For the best and most stable performance you should where possible purchase a CPU and RAM that have been tested and approved by the motherboard manufacturer, this is referred to as the QVL ( qualified vendors list ) understand though that there are too many products released for them all to be tested so other hardware will be compatible but not proven to be by the manufacturer of the motherboard.
.Something not mentioned in your OP, did you properly clean the heatsink and atop of the CPU before correctly applying a good quality thermal compound such as Arctic Silver.Comment

Seems like the internet can’t figure this one out, I’ve made like 6 different posts
I bought RAM, some reviews say it works with my motherboard model, comes Friday: Amazon.com
If you have anything else I can try till then, lemme know.
I don’t see any other options than to keep replacing stuff till it works at this point, after ALL this troubleshootingComment

Well as said previously, don’t shoot the messenger, you are at least getting help here which doesn’t seem to be the case anywhere else.
As for posting here there and everywhere, that is frowned upon on forums in case people get conflicting advice that causes mishaps but because of the holiday season it has been allowed to slide here.
Back to the task at hand;
Three things that are glaringly amiss here and not one of us helpers can do a thing about them.
( 1 ) We have no idea as to whether or not any of the parts that you have were defective when you got them.
( 2 ) We likewise do not know if the MB has BIOS version 0606 or version BIOS 1008 which is required for the MB to be able recognise the processor.
( 3 ) The HS and CPU needed to be properly cleaned off with industrial strength alcohol or rubbing compound and then a fresh amount of thermal compound correctly applied, restarting behaviour can be caused by an overheating CPU that has not been properly prepared or equally as bad too much thermal compound being applied and compound ending up in the CPU socket and shorting the board out.
How were the HS and CPU prepared.
What thermal compound was used.
How was the thermal compound applied as in how much etc.
Looking at your earlier picture, we can`t see the rear ports, are you connected to a black USB 2.0 port for the keyboard and the display or HDMI port for the sceen
Are you using a dedicated computer screen or a TV screen.
Also looking at your earlier picture, we can see that you have the RAM in the wrong slot, a single stick must be in slot A2 which is the second slot away from the CPU.Comment

1: I am not able to test the parts on a different system, I am in the same boat as the internet people
2:idk what bios is on the mbo too, since I haven’t been able to post yet
3: I cleaned the cpu and fan with alcohol, and put a dot on the cpu of thermal paste. Keep in mind, the fan behavior starts RIGHT when I hit the power switch, it doesn’t look like overheating, it looks like the mbo doesn’t recognize the RAM
I don’t have usb 2.0 in the rear, only 3.1, so I don’t have a choice there
I have tried every slot, but just to quintiple check, I’ll try again with both RAM sticks, that’s the best I can doComment

The thermal compound has to be applied in a straight line in the centre of the CPU, example at Arctic Silver guide here
Not the issue here but fwiw you do have USB 2.0 ports, they are the two black ports next to the VGA and DVI ports.
Before you do anything else you need to get yourself a BIOS error speaker, see attachment below, you will be hard pressed to make any progress without such a speaker.Comment
