New pc won't work as it's supposed to

I recently built a new pc and its having some issues.

-I’m getting way lower frames than I should.

-Low GPU utilization. Sometimes it goes up to 90-100% and the frames seem normal.

-lot of stuttering/freezing on certain games. It’s noticeable even in some loading screens.

-sometimes a lot longer times to boot games/close them.

Pc specs:
Ryzen 7 7800x3d
Radeon RX 7900XTX
32gb ddr5 6000mhz Corsair vengeance
Gigabyte b650 gaming X AX
ASUS tuf 1000w psu
Kingston Fury 2tb m.2

Things I’ve done troubleshooting:

-Updated GPU drivers. Also tried older ones.

-tried using 2x 8 pin pci-e cables instead of 16pin for GPU

-tried RAM with and without EXPO profile

-checked all cables

-tried a lot of different settings in games

-tweaked settings in AMD Adrenalin software (didn’t touch overclocking or undervolting)

Im thinking the issues are related to GPU but could also be stability issues with the system. Temps are fine according to AMD Adrenalin software.

After you had installed Windows did you install the chipset drivers before allowing Windows to check for updates.

The RAM is not appropriate for your CPU, AMD state here up to 5200MHz/MT/s and if you have EXPO enabled the RAM will get auto OCd past what the CPU can handle and the PC will become unstable.

You should also make sure that the Windows Power Plan is set to Balanced, Ultra and High Performance are a form of overclocking that is known to cause stability and overheating issues, the setting should only be used for gaming type notebooks that have a discrete GPU that needs the extra power.

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
