PC Declares RAM Issue but New RAM Sticks Did Not Fix

I moved to my college residence and my pc did not boot. When it arrived the cpu fan had fell off and after checking all the parts, I took off the cpu heat sink to find that the cpu was still attached. I reseated it and the computer runs the fans, the motherboard’s RGB stays lit, and shows an orange LED, indicating that it is a DRAM issue. The speaker on the motherboard also beeps 3 times which I think is also a RAM issue.
I bought new sticks and slotted one in, but the issue persists.
I’ve been told by my friends that it is likely a motherboard issue at this point, seeing as how the cpu made the fans run, the psu ran the fans when i paperclipped it, and the gpu is not plugged in. I just wanted to make sure with more people’s inputs so that’s why I’m making this post.

The most useless test that and is here is why.

Bad PSUs can pass the paperclip test. The true test that eliminates a PSU from the equation is a replacement and or trying that same PSU in another known working machine. Only these 2 can truly rule out a PSU.

Paperclip tests are flawed since you’re advised to induce a load on one end of the PSU to get it to start, that test does not tell you how many watts the PSU can effectively output if connected to a full build.

    Did you reapply thermal paste?

Did you check the CPU for bent and or missing pins?

There is no telling what other damage the part that fell off has done. No telling what it hit, bent, broke, and or what else.
