pc runs slow after hardware upgrade

I diy’d the out of my pc with some newer parts. I changed the mainboard, RAM, GPU, power supply and case.
mainboard: h81m-p33
gpu: amd rx570
cpu: i5-4590

and it runs slow

[li]did a Win11 factory reset (while keeping personal files)[/li][li]got windows update (up to date)[/li][li]installed newest mainbaord driver (Intel Chipset Driver10.1.1.45)[/li][li]installed newest gpu driver (AMD Software: Adrenalin Edition)[/li][li]flashed bio with newest update (AMI BIOS7817v1A)[/li][li]checked DirextX-Diagnose-Program (no problems)[/li][li]defrag my ssd[/li][li]went through every device in device manager with update driver (1 update for comm port )[/li][li]did a sfc /scannow in cmd (nothing found)[/li][li]did a DISM /Online /Cleanup-Image /CheckHealth in cmd (nothing found)[/li][li]10. did a Dism /Online /Cleanup-Image /ScanHealth and Dism /Online /Cleanup-Image /RestoreHealth in cmd[/li][/ol]

-> the cpu and gpu use about 10% and the ram about 60% of their ressources, not much more

-> everything looks perfect but everything you do is slow, needs time, especially running different program at the same time

things that changed after the hardware change:

[li]When I start the pc the first thing is a black screen with the code “9C” and “A2” and after that starts normally[/li][li]I have an unknown device in the device manager (Hardware ID: ACPI\VEN_INT&DEV_33A0)[/li][li]the performance of course[/li][/ul]

the cpu runs on about 90-100 degrees, cpu cooler is mounted directly on the cpu, seems suspiscious

it can always be that something is with the mainboard, wasnt used in a while, there is no garantee it works 100%,
but it recognizes every component so far. the gpu, cpu and power supply were used recently, RAM not but it seems like it works fine,
will try with another pair of RAM.

I reccon there is a communication problem somewhere between the parts of the system, but where?

did I miss any drivers?

I’ll update this thread when I get any further, maybe you people have an idea what it could be

thx, ye this gonna be my next step, I’ll leave the pc till then, need new thermal paste, didnt realize the cpu beeing this hot till then, I mounted everything correctly but didnt apply new paste and there wasnt much left

While reapplying the paste I saw the CPU Cooler wasnt mounted perfectly, so with this things combined the cpu and the pc runs smoothly cool again.

Sometimes it can be the little things that matter…
