Hey there I did purchased a used motherboard from Ebay and it isn’t turning on.
When I did rest my Pc and touched my Cpu it got really hot even though the PSU fan wasn’t spinning.
So there is only standby power powering the CPU. This behavior is clearly abnormal if you could say what is causing that Problem I’m optimistic , that this is also stopping the motherboard from turning on.

Couple of questions for you;
How did you test the PC if you did not activate the PSU.
How do you know that the CPU got really hot, having a heatsink and cooling fan atop of it means that there should be no way that you can physically touch a CPU.
Was the MB said to be fully working by the seller.
Post the brand and model name or number for the CPU, MB, the RAM (including the amount) add on video card if one is used and the PSU (power supply unit) providing these details will enable folk to better assist you.
