    Windows 10/restarting/ram

    Hi guys,
    Can anyone help me with my issue. Windows 10 boots correctly, its fully operational. I can shut the computer down fine and switch it back on fine. When i use the restart button in windows, it goes throught the process of restarting . It goes blank and the fans slows down and speeds back up like the boot is initialising. The screen is still black, nothing appears on the screen and the computer is running. If the restart button on the computer is pressed, the computer will boot into windows as normal. The monitor is working fine and the power supply is also in good condition and has plenty of power through it. We have tried these solutions so far, but have had no luck:
    *Clean windows install
    *Disabled fast boot
    *Updated all drivers and software
    *Updated the BIOS (version 5406)
    *Cleared BIOS
    *Disconnected and reconnected all hardware

    My specs are:
    *CPU - AMD ryzen 7 2700x
    *MB - tuf x470 plus gaming
    *RAM - DDR4 16BG (x2) 8GB at 3200MHZ
    (The BIOS is showing 3200MHZ, the RAM is use is only showing 2154MHZ?)
    *GTX 1060 GB

    To help others some more information may be helpful this does not include the power supply unit make and model

    Age of system and parts

    Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

    To publish a Speccy profile to the Web:

    In Speccy, click File, and then click Publish Snapshot.

    In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

    Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

        Hi, yes i still need assistance.
        PSU make and model is Corsair CX750
        All my equipment is just over a year old
        Program to the link above is temporary unavailable. I have used HW Monitor which shows the full list of specs

            did you build it yourself or buy it off the shelf?
            any parts been replaced/upgraded since initial purchase?

            to summarise - the problem is only if you click Start > Power > Restart?
            and it’s all OK if you Start > Power > Shutdown then turn back on?

                  at this stage I would be blaming the power supply and maybe the memory.
                  the major differences between a shutdown and a restart is the power level state the PC starts at and ‘freshness’ of RAM contents.

                  you could try removing one of your Corsair memory chips and restarting the PC with the one chip installed.
                  if no luck, swap that chip with the outer and try another restart.
