DDR3 ram is now old technology, still works fine but an older generation of ram, and running at a fairly slow speed according to your pictures. To update the ram to the latest technology will require a new motherboard, and almost certainly cpu.

Yes you are correct, the available ram will constantly change with demand, and if and when all your ram is consumed the pc will use your hard drive as temporary ram.
You have 16GB which is nice, and unless you plan to to use some pretty ram intensive software will be all you will ever need. 16GB is plenty of ram, and although yours is an older generation and speccy reports it running at a pretty low speed (if Specy’s correct) you should find it ample for most if not all applications you would use. And that ram is in keeping with the rest of the system.Comment
