I tourned the keyboard icon on my Surface Pro 7 off as it popped up every time we typed in the ap. Now I can’t find it to reactivate. Where is it located? There is no actual keyboard to this computer. It has a touch screen.

Right click on some empty space on the taskbar and click Taskbar Settings.
In the System Tray Icons section, in Touch Keyboard, click the drop down menu and choose Always or When no keyboard attached - which suits your needs best.
