is it one particular USB device that is causing this issue?
and if this USB device doesn’t come into play, the PC behaves normally?

what is the device in question?

is the PC about 3 years old?
and this problem has only just started happening?
any correlation to some event - new hardware, new program, Windows update?0

              what OS are you running?
what happened about a year ago that warranted the OS to be reinstalled?

Yes the pc is about three years old

                i’m running microsoft 10

reinstalled the OS a year ago due to this issue and have only really got to fixing it now

the issue happened out of no where i was playing on it and went to sleep, when i woke up the issue started occurring

and when you say you have tried all USB ports, you mean front and back, and USB3 & USB2 ports?

if so, it sounds like the motherboard, but for it to be all USB headers on the mobo, and the back I/O panel, that’s not something I have seen.

have you checked inside the USB device ports for bent pins.
have you tried just one USB device, say the keyboard, and see if that’s OK?

otherwise, all I’ve got (as you’ve already reloaded Win10) apart from replacing the mobo, would be to strip it all down onto a piece of cardboard, cleaning all the parts’ circuitry and mobo slots as you go, re-apply thermal paste to the GPU and CPU, and cleaning the heatsinks and fan blades.

yeah it’s every usb port on the pc including the mobo io panel and front case ports.

i have tried just one device and it seems to not work.

I’ll give it a clean tomorrow and let you know how it goes.
                    cheers for the help

                        Open Devie Manager
Under View select Show Hidden Devices

Expand the USB section and post screen shot.
