[HEADING=1]Enable Developer Options In Android 10[/HEADING]
    [ol]
[li]Head over to the Settings app of your device via the notification shade or app drawer.[/li][li]Scroll down and tap on β€˜About phone.’[/li][li]Find an entry labeled β€˜Build number.’ Keep on tapping until you see a prompt that says β€˜You are now a developer!’. You will be prompted to enter your device’s unlock code (PIN/Pattern/Password) at this point.[/li][li]Voila! You are now a developer[/li][/ol]
    SOURCE

Once Developer Mode is enabled, you’ll see an addition in your settings menu called Developer options. Inside the developer options you’ll find a toggle for the MTP enable/disable.

I enabled Developer Options and USB Debugging also. Under USB Settings i have File transfer, Midi and PTP available but no MTP.
Somewhere i read that MTP and File transfer is the same. It seems its Windows problem and not the phone.

            Did you select File Transfer?
That is what it states to choose in one of the links that was provided.

Only other thing can suggest is contact LG

They you will have to contact LG since this is dealing with their software and phone.

One final thing that you could attempt is create a new log in user and see if the same thing happens.
If it does not, then your current user is corrupted.
If it does then that validates that there is an issue between the LG Suite and LG phone and you will have to contact them.

You have tried all the configuration and have validated that windows can see the phone.

Uninstalled and reinstalled the program, removed the device form device manager and had the system readd the LG phone.

As stated, before that you will now have to contact LG since it is dealing with their software and phone.
