I am going to be purchasing a Galaxy S8 on ebay and Iβve seen ones that just say unlocked and then ones that say for example Verizon unlocked, or T-Mobile unlocked. Does that mean they are unlocked but only work on that carriers network, and the ones that say just unlocked will work on any carriers network?
Whats the difference between an unlocked and Verizon unlocked phone?

In contrast to locked phones, an unlocked phone is not tied to a specific carrier. -
