Packard Bell New91 laptop working with either battery or charger but not both

Hello, I have a Packard Bell new91 laptop that has the following issue:

OK : if the battery is present and charger NOT, it works by battery (showing only the battery in the taskbar)

(NOT OK) if the battery is present and charger also present, it works by battery (showing only the battery in the taskbar instead of showing both the battery and charger)..in this case when the battery reaches only 10% there is message telling that (such message normally does not show up when the charger is present)

OK :if only the charger is present and the battery removed, it works by the charger (showing only the charger in the taskbar)

So it seems like if the battery is present it does not see the charger and works only by battery..

Sounds like either the battery is faulty or its BMS chip (battery management system) is faulty.
The BMS controller chip monitors battery charging, performance, protection and reports on external device usage.
