my guess is either the graphics card in the laptop has died, the screen is damaged, or the data ribbon that goes up through the hinge to the screen has frayed.

how old is the laptop?
about 3 years, i bought it from a reseller last summer tho
do the lines on the screen change if you open/close the lid, or flex the screen?
have you tried getting into BIOS (hitting Del, or F2, or F10, or whatever your key combo is) and seeing if it happens there as well, before Windows kicks in?
