also did you try pressing f11 on startup to see if it has a recovery partition?

F11 won’t load when I’ve tried it, I hit it but still moves onto the cloud ready screen

Did you try the win 10 creation tool?

1. Insert the HP Recovery media you created.
2. Restart the computer.
3. Press and hold esc while the computer is restarting, and then press f9 for boot options.
4. Select the optical drive or USB flash drive you want to boot from

Any ideas how I could open an exe file on a chromebook

Since Chromebooks don’t run Windows software, they can’t run executable files
