Cant open Nvidia Control Panel. Is the gpu dead?

I cant open Nvidia Control Panel.(Exception code: 0xc0000409)
GPU-Z only NOT showing Memory size, Bandwith and Bus width.
When i try to use the gpu it cause infinity blue screen loop with error DPC_WATCHDOG_VIOLATION (133).
I have tried absolutely everything and dont have success.
Every component on the laptop is tested and pass all kinds of tests.
Do i need to buy a new gpu or i am missing something.

      Hello

You could try this to refresh/reset your pc.

Recovery options in Windows - Microsoft Support . Select reset your pc. You will have an option to keep files.

You could also try uninstalling the graphics card drivers and software then reinstall them.

Download Display Driver Uninstaller (DDU) Official - Remove AMD/NVIDIA/INTEL Graphics Drivers Cleanly - DDU is a driver removal utility that helps you completely uninstall AMD/NVIDIA graphics card drivers and packages from your system, leaving no leftovers behind, including registry keys, folders, files, and driver store.

With out knowing complete system specs including the make and model of the power supply.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
