    Hello

Check the slot for damage , check the power cables. But that vid card needs at least 500 to 550 watt psu on Spec pc 2. What brand names are those 2 psu’s ?

G’day, and welcome to the forum. (y)

A broken contact pin could explain your issue.
And as veeg has said, it could also be lack of power.
Any chance you can use the GPU without the riser for now, to test the riser isn’t the cause.

Can you show us a picture of the GPU contact pins?

So you have the same GPU tried in 2 PC’s with the some fault - that would suggest the GPU is at fault.
Can you get your hands on another GPU and see if that one works in your PC?

The link in post #9 says “page not found”.
So you have two add-on graphics cards in the PC?
Which GPU has cables going to the monitor?

                      Let’s get your system specs.
