Ryzen 7 5700x3D running at low speeds. Need FIX ASAP!

    Hello everyone,
for some reason my CPU seems to run at really low speeds, as you can see in image. I have no idea why that is and how I can fix it. Maybe someone can help! Would be much appreciated!

What exactly did you change, and did it have any affect at all?

        Speccy Scan.

        [ul]
[li]Please go here and download Speccy.[/li][li]Install and run the program.[/li][li]Upon Completion:[/li][li]Hit File[/li][li]Publish Snap Shot[/li][li]A link will appear, post that link.[/li][/ul]

Please download MiniToolBox and save it to your desktop.

Run the program by right clicking on it and selecting Run as administrator.
When the program opens select the following boxes:

        Flush DNS
        Report IE Proxy Settings
        Reset IE Proxy Settings
        Report FF Proxy Settings
        Reset FF Proxy Settings
        List content of Hosts
        List IP Configuration
        List Winsock Entries
List last 10 Event Viewer Errors

I followed same as the video, even trying other videos where it says to undervolt from the mainboard. tried multiple times lowering the voltage offset by 25-40 but no changes at all.
