Cpu doesn't run at the right speed

Hay guys, i have a problem. i just got an rtx 3070, btw amazing gpu(upgrade from my rx550), but I think I have quite a bit of bottleneck because my i5 11400 is Always at 100% and I have sometimes fps drops but my gpu is only at 70%. Side note i realised my i5 is going only at 4.18ghz and not 4.40, and it’s not thermal throttling(my cooler is a deepcool ak400 zero dark plus)and it gets max 50 degrees. Can someone help me?

Welcome to PCHF,

What is the brand and model name or number of the RTX 3070 and the PSU.

What speed is the RAM and how many sticks of it do you have.

msi rtx 3070 ventus 2x, MSI MAG A750GL PCIE5, and RAM i have 2×8 corsair vengeance 3200mhz. But i don’t think it’s the psu, just bought it for my 3070 and there are some games that uses the full power of the gpu, but they gpu bound games and run quite well, i think it could be the motherboard, i have a gigabyte h510m h v1.1. Thank you for your time

Your PSU and RAM are ideal for your CPU and GPU so no problems there.

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

You have a few things going on there so for now I will just mention the ones that relate to Windows and the GPU performance;
Operating System
Windows 11 Home 64-bit
Computer type: Virtual
Installation Date: 06/01/2023 19:05:42

Speccy says that Windows was installed almost two years ago but you only started installing updates recently, it also tells us that the initial installation was not done correctly, see my canned info below;
Once Windows has been clean installed you must then install first the MBs chipset drivers then the storage/SATA drivers and third the graphics drivers, the drivers can either come from a disk provided by the motherboard manufacturer or downloaded from their site and saved to a flash drive etc, this is a must and Windows should not be allowed to check for updates before it has been done as more often than not Windows installs the wrong drivers or in the incorrect order and this can cause all sorts of problems.

The reason why this procedure is so important, the chipset is what enables the MB to be able to communicate with all the hardware + are the first drivers that Windows looks for on boot.
Graphics
27G2WG3- (1920x1080@165Hz)
V3DDK-00 (2400x1080@60Hz)

You should never ever mis match specs for any hardware but it is particularly important that you don’t when it comes to the refresh rates of displays that a high end GPU is to be connected to.
spacedesk Graphics Adapter

Using adapters impacts performance and if you need to use an adaptor it means that you don’t have compatible hardware.

No, my CPU is an i5 11400 with on border graphics.
That adapter is for an old phone i use as a second monitor for discord, not used for gaming and it’s not connected directly to my gpu but to a usb port, yes probably I didn’t install windows correctly because I had problems with my Samsung ssd, couldn’t formated from windows istolletion.
Recently bought windows Key, I think that’s the reason I never updated.
Tanks for your time.

The reason why I asked is because there is no Intel HD video list in Speccy.

As you can see above Speccy is reporting a second display being present and connected using an adaptor.

You are welcome

If you are still having issues after having clean installed Windows and the system drivers exactly as is explained in my reply #7, when you post back with an update include a new Speccy url for us so we can confirm that things have been done correctly.

Tip, after the clean install of Windows do yourself a favour and don’t reinstall the awful Kaspersky, you don’t need it as Windows own Defender and Firewall are among the best that there is and by sticking with them you are avoiding both bloatware and potential conflicts that cause performance issues.
