Ok just finished these steps. No dice. I did find some potentially useful things. 1. The problem seems to persist even in Safe Mode (harder to tell due to lower refresh rate) 2. the benchmark in the Intel Tuner program showed that peak performance was at about -75 Mv. Additionally, I thought the the headphones might have been causing the issue. (Sennheiser drivers seem to be pretty bad) but after unplugging and uninstalling device, no change

Can you try your GPU in the second slot, see how that goes? Try with one stick ram at a time if no dice on secondary PCI slot

I can try that tomorrow. My GPU wont fit while its still in the case. I’ve tried rotating individual sticks in A2 already and it persisted.

Sounds good, off chance but could be a faulty slot…

It still happens when I connect directly to integrated graphics. Along with info from RAM testing, it must be CPU or mobo right?

What exactly do you mean here? You turned gsync on and it improved or off and it improved?

Are both Gsync and Vsync in the driver turned off or on? Result for each. Test with G/Vsync on and G/Vsync off and visa versa.

Is your monitor Gsync compatible? Is there a Gsync toggle within the monitor?

What is the refresh rate of the monitor? 60Hz?

I specifically tested Vsync and it improved the obvious tearing, but not completely. I’ve definitely tried with Gsync and it doesn’t improve much. My monitor is a Samsung Odyssey G7. Its got FreeSync that can be toggled in the monitor settings. It’s 240Hz. I’ll take some slow motion videos of each behavior and add then to the Google Drive.
