All 3 debug LEDs are on, need help.

This post isnt for my personal PC but a friends. Anyways, some things to know: his fans are on, ram RGB lights are on, Every wire and pins that need to be connected are properly seated, but it won’t boot. He has used/preowned ram so I suggested that as an issue, but he doesn’t want to buy new ram until he knows. Here are his specs:

Mobo:Colorful B660M-D Pro v20
cpu: i3 12100f
Ram : 8x2 adata xpg ddr4 3200mhz
gpu: Xfx rx 6600xt

All of this together cost him 570 USD so he is trying to fix this without buying anything more, but if he has to he will. Any ideas? Is it ram, cpu or a mobo issue? Thanks in advance!
